    To let The People’s Voice die would be tragic. First of all, Frederick Douglass is a hero of mine and secondly, I loved what you said about controlling whites and go along blacks. I have been retired for almost four and have been looking for something to do. I will call you next week to find out how I might be able to help.

  3. Dear Barbara,

    The Town of Hayneville is imposing a volunteer fire department fee on our water bill. My understanding is that the fee is a voluntary donation, but the fee is added as mandatory fee. Can the city impose this fee as an ordinance or law? Below is the Code of Alabama law.

    Alabama Volunteer Fire Department Check-off Contribution Act No. 2006-203

    Relating to county water systems incorporated pursuant to Chapter 88 or other portions of Title 11, Code of Alabama 1975, and municipal water systems incorporated pursuant to Chapter 50 or other portions of Title 11, Code of Alabama 1975; to authorize such systems to solicit their customers, through their periodic billings, for voluntary contributions for local fire departments; to require prior authorization of the board of directors to participate; to provide for the distributions of such contributions; and to require volunteer fire departments to provide monthly estimates of water used to the water system providing water.
